Ambient population measures where people actually concentrate throughout the day, across employment, commuting, retail, logistics, and commercial activity, rather than simply where they sleep at night.

Introduction
Population growth in the United Kingdom is typically measured residentially: how many people are registered at a given address, how household numbers have shifted, where new housing is being built. These measures are essential for planning purposes. They are less useful for understanding where economic activity is actually concentrating, where retail and franchise demand is growing, and where commercial investment is likely to find sufficient daytime population to sustain it.
Ambient population takes a different approach. Rather than measuring residential location, it models the average distribution of human activity across a geography throughout the day. It incorporates employment centres, transport hubs, retail and leisure destinations, logistics and industrial zones, healthcare facilities, universities, and the movement of workers, commuters, and visitors between them. A postcode district covering a dense office and financial services core may have relatively few residents but enormous daytime activity. A rapidly expanding suburban edge may house large and growing residential populations while generating comparatively modest commercial concentration. Ambient population captures both dimensions.
This report analyses LandScan ambient population data across 2,636 UK postcode districts from 2016 to 2024; eight years that included significant structural changes to how and where people work, travel, and spend time. Total UK ambient population across all districts grew from approximately 60.3 million to 64.1 million over the period, a national increase of 6.2%. Behind that aggregate, however, lies dramatic divergence at the district level.
The rankings are presented in three categories: highest ambient population in 2024, strongest growth from 2016 to 2024, and sharpest declines over the same period. A minimum 2016 ambient population floor of 10,000 is applied to the growth and decline rankings to remove statistical noise from very small geographies.
Top 10 UK Postcode Districts by Ambient Population in 2024
The postcode districts with the highest total ambient population in 2024 represent a mix of dense urban residential corridors, established outer London boroughs, and major English provincial city centres. Several of the largest ambient population districts in 2016 have held their position; others have seen significant shifts driven by residential expansion and commercial development.

The most striking entry in the 2024 top 10 is E1, the Whitechapel and Stepney postcode district in East London, which recorded a 51.9% increase in ambient population over the eight-year period, the strongest growth of any district in this table. This reflects the continued transformation of the area driven by Crossrail (Elizabeth line) connectivity, major residential and commercial development around Aldgate and Whitechapel, and the spillover of activity from the adjacent City of London and Canary Wharf corridors.
CR0 (Croydon) retains the highest ambient population of any single UK postcode district in 2024, reflecting its position as a major outer London commercial and transport hub. LE2 and LE4 in Leicester place two districts from the same city in the top five, a reflection of Leicester’s strong residential growth and its position as one of the most densely populated provincial cities in England. BN3 (Hove) and CF14 (North Cardiff) are broadly flat over the period, maintaining high ambient readings without significant growth.
Top 10 Fastest-Growing UK Postcode Districts by Ambient Population (2016–2024)
The strongest growth districts are geographically varied, spanning County Durham, Greater Manchester, the South East, Milton Keynes, the Cotswolds, Cheshire, Merseyside, West Yorkshire, and Lancashire. What they share is a pattern of significant residential expansion, logistics and warehousing investment, or urban regeneration driving new concentrations of daytime activity.
A minimum 2016 ambient population of 10,000 is applied to exclude postcode districts where very small base populations produce extreme percentage figures from minor absolute changes.

DH2 (Chester-le-Street, County Durham) records the strongest growth in the dataset at 107.3%; its ambient population more than doubled over eight years. Chester-le-Street sits on the A167 and A1(M) corridor between Durham and Gateshead, and the district has seen sustained logistics, retail, and residential development during the period, partly driven by its position within the broader North East growth corridor. The scale of the growth is notable and warrants further verification against residential growth data, but the directional signal is consistent with the development trajectory of the area.
AB39 (Stonehaven, Aberdeenshire) is the only Scottish district in the growth top 10, a coastal town south of Aberdeen that has seen expansion driven partly by its position as a commuter location for the Aberdeen oil and gas sector. BL6 (Horwich and Blackrod in Bolton) and CW12 (Congleton in Cheshire East) reflect continued residential and commercial development in the North West’s outer commuter belt. RH19 (East Grinstead) and GL12 (Wotton-under-Edge) represent South East and South West England’s expanding rural-edge commuter markets.
MK5 in Milton Keynes reflects the continued expansion of one of the UK’s fastest-growing planned cities, while LS25 (Garforth and Kippax) and PR8 (Southport) represent Yorkshire and Merseyside’s broader growth corridors. L21 (Litherland and Seaforth in Sefton) is the most unexpected entry in the list; a dense inner Merseyside district whose growth likely reflects logistics and port-adjacent activity rather than residential expansion.
For retail site selectors and franchise planners evaluating UK expansion, these districts share a common characteristic: they are geographies where commercial infrastructure is still catching up with population and activity growth, creating early-mover opportunities ahead of competitive saturation.
Top 10 Sharpest-Declining UK Postcode Districts by Ambient Population (2016–2024)
The steepest declines are concentrated in two distinct categories: City of London and inner London commercial cores where remote and hybrid work adoption hollowed out daytime office populations, and a set of peripheral and post-industrial geographies across St Helens, Scarborough, the Scottish Borders, and Surrey’s commuter belt where structural economic changes reduced activity concentration.

EC2M, the Broadgate and Liverpool Street postcode district in the heart of the City of London, recorded the sharpest ambient population decline of any UK postcode district in the dataset: an 83.1% contraction from 13,115 to 2,218 over eight years. EC2M covers one of the most office-intensive geographies in the United Kingdom, housing the headquarters and major offices of global financial services and professional services firms across the Broadgate estate and the Liverpool Street corridor. The collapse in ambient population reflects the structural shift toward remote and hybrid working that reduced five-day office attendance across the City, with daytime population concentrating into fewer, shorter working weeks. This is not a decline in residents, EC2M has very few, but a near-collapse in daytime economic activity concentration that census data would not capture at all.
The three WA postcode districts (WA9, WA10, and WA11) covering St Helens and its surroundings in Merseyside represent a different pattern: possible, continued post-industrial economic contraction in a legacy manufacturing and mining geography. St Helens historically supported glass manufacturing, coal mining, and chemical industries. The sustained decline in ambient population across all three adjacent districts over the 2016–2024 period perhaps reflects long-running deindustrialisation rather than a single structural shock.
PE30 (King’s Lynn) and YO12 (Scarborough) are English coastal and market town geographies experiencing long-term economic peripheralisation: declining retail footfall, population ageing, and the erosion of the light industrial and seasonal tourism activity that previously sustained daytime population concentration. G84 (Helensburgh) and DG12 (Annan) are small Scottish towns experiencing comparable pressures in geographies with limited economic diversification. KT21 (Ashtead, Surrey) is the most unexpected entry; a prosperous commuter village whose ambient decline likely reflects the shift to home working among its predominantly professional, London-commuting resident population.
What This Data Means for UK Location Decisions
Ambient population data at the postcode district level reveals patterns that residential population figures alone cannot surface. The fastest-growing ambient geographies in the UK are not the major city centres but the expanding outer commuter belts, logistics corridors, and planned growth towns absorbing overspill from major metros. The sharpest declines are concentrated in financial and professional services cores where remote work has structurally reduced daytime activity, and in post-industrial peripheral towns where long-term economic contraction continues.
For franchise territory design and retail site selection, these datasets surface critical insights. A territory defined using residential census data in a declining ambient postcode, particularly in St Helens, Scarborough, or similar geographies, will overstate available customer base: the residents are there, but the daytime economic activity that drives retail footfall and discretionary spending has contracted. Conversely, a territory in a high-growth ambient district like DH2, BL6, or LS25 may be undervalued relative to its current and projected activity concentration, with commercial supply still catching up to a population that has already arrived.

About the Data
This analysis uses LandScan population data developed by Oak Ridge National Laboratory. LandScan models the average spatial distribution of human activity across 24-hour periods using land cover, transportation infrastructure, settlement patterns, road networks, nighttime lights, and census and administrative population inputs. It is designed to approximate ambient human presence, i.e., where people are throughout the day, rather than residential location alone.
The dataset covers 2,636 UK postcode districts. Area-level postcode codes (single or double-letter codes without numeric suffixes, such as B, S, or CF) have been excluded from this analysis to ensure consistency at the district level. A minimum 2016 ambient population floor of 10,000 is applied to all growth and decline rankings. One district (IV17, rural Invergordon area, Highland Scotland) was excluded from the decline rankings due to a suspected data anomaly inconsistent with the geography’s known characteristics.
